I think this still qualifies as 'more of the same', and doesn't address how the military can fight this sort of war. You can win in these situations if the civilians are on your side. They will turn in the people who are blowing stuff up to the authorities. Today in Iraq the citizens are protecting the people doing the bombing. More troops will only provide more targets. And I'll also note we had something like 4x this number of soldiers in Vietnam in the late 1960s. And we know how that one turned out.
