What about an canal that is built to allow navagtion of ships with dredging equipment on them so that a flood control project could be built? Not making that one up. That is a Betsy claim.
I'm not sure what the technicalities are, but clearly there should be some accountability somewhere for what appears to be negligence / incompetence in this system.

I don't think the 17th street canal is a navigational waterway. There were some boats in Bucktown, but nothing past that.
