Remember that guy hailed as a hero for "commandeering" a bus to evacuate folks from the West Bank to Houston? Seems it wasn't the first thing he had ever commandeered.
I dunno. So some criminal / junkie rose to the occasion and did a good thing, while everybody in the leadership (and I use the word loosely here) were paralyzed. This one got publicity, but I suspect there are hundreds of such stories, maybe thousands. Some crazy number of folks (tens of thousands?) were rescued by fellow citizens in 'borrowed' boats. I heard after the water went down, there were abandoned boats everywhere. The Coast Guard helicopters did a heck of a job and got lots of TV coverage, but I understand they rescued only a small fraction of the people in the flooded areas.

You are correct about the citizenry stepping up to form impromptu rescue brigades.
Maybe the city should store those boats somewhere for use during the next flood?
